I am on the board of a condominium complex. An owner called me and said that you had an article that basically said if an owner was delinquent on their account and had a renter in the unit, we could change our bylaws to let us collect the rent for the money in arrear until paid, then revert back to the owner. I have researched your column and cannot locate the article. Would you please clarify for me, as we have about 17 units in foreclosure and quite a few, 35-plus unit owners, that are just not paying? We had to have a special assessment this month, and in addition, our dues were forced up to cover the shortages.
